For anyone looking to set up a website on a limited budget, there are a few options available. While you can certainly set up a website for free, generally the search engine optimization, or SEO, features on them are limited. Therefore, if you can afford even a small budget, it will offer far better results.
There are two options that stand head and shoulders above the rest when it comes to building a website on a limited budget - one is completely free and the other has a small cost, but is definitely worth it. Which one you go for is up to you.
Free website. There are a few options here, but the best is most definitely Freewebs.com. This site enables you to put together a pretty decent looking site at no cost at all.
Additionally, you can also make use of the various widgets available to boost your site's appearance, such as blogging, video sharing and even a mailing list - great for letting your readers know about your latest news.
However, the downside to Freewebs.com is the SEO functionality, which is key to getting your site to the top of the search engine rankings. This is where a paid option comes into play.
Wordpress and a dedicated web host. I'll admit I'm biased when it comes to Wordpress, since I use it for my boutique PR agency as well as the online copywriting company I co-own with three of my friends and business partners.
Yet there's a reason for that - it's one of the simplest website content system to use, yet also one of the most effective for getting you traffic. The Wordpress software itself is free - you simply download it and then upload to your site.
Making it even easier is having a web hosting company like Bluehost. For as little as $6.95 per month you will get great customer support and one of the easiest set-ups of a website anywhere. And Bluehost also make it incredibly easy to set up your site using the Wordpress platform.
So there you have it - both a free website and one that requires you to spend a little money. If you can afford the little extra each month it will soon reap the rewards.
As far as marketing your new website, the best way (and least expensive) is to set up a blog and use that to promote it. Alternatively, write articles and submit to article directories with a link back to your site. Or simply join forums that are relevant to your website and start building a contact list. This is one of the best - and free! - ways to get your website known.

This is nice advice, but SEO is a very hard game to win, with or without a good host.
Freewebs is great indeed but in my opinion only for learning goals. It is simply not good for your real business to use a free web-host. Not professional. A very good free site-builder is NVU. This is a open source program free to download and very powerful.
I am setting up a hub about SEO soon. Keep an eye out for it.

Interesting hub and yes I agree there are easy ways to start but most of all you need to keep it simple dont try to go to big to soon and most of all stay focused on your project.
I started online five years ago and after blowing my budget in the first two years I had to sit back and take a long hard look at what went wrong.
And that was I had to many projects on the go at once I wanted to make a million dollars in the first year. Yep thats right I was caught up in all the hype you will find online.
Now however once focused and taking one day at a time I now live a life that most are graving for but it wasn't easy and I made alot of mistakes. Pick your market and stick to it publish two or three articles a week find a few good link partners, keep writing good content and it will come together over time.
And I would stay away from the free hosts as well I have had a few clients who have built up a very profitable business on free hosts over time only to have them colaspe from under them. This is one area that you need to control. For someone starting out that does really now much i probably send them to host department but if you are experienced then hostgator is good.
If one is just testing the waters, free web hosts are fine. Just be sure you own a domain name, so that you can transfer anytime to any hosting services wether free or paid.
